In 2002, Congress passed the Born-Alive Infants Protection Act, which guaranteed to infants born at any stage of development full legal rights. The Child Abuse Prevention And Treatment Act, Passed In 1974 And Updated In The 1980s, Made Certain Federal Funding To States Contingent On Adoption Of Policies To Prevent Improper Withholding Of Treatment From Newborns.
